USDA/FSA/NRCS/Other programs involve a lot of intentional political insanity...which changes considerably depending on who is in power in the White House, obviously. All federal handouts have increasingly come with more and more strings, such that the original intent of many programs has become overshadowed by an overriding intent to accomplish *political* aims which are not at all related to the stated purpose of the program--as you've described about the riparian setback program...which has become "all about butterflies".

Got our county FSA newsletter a couple days ago, where the county director was highlighting farm storage facility loans. "Those loans do require an environmental review, so you need to get the ball rolling early to get a loan in time for erecting the structure you need."

...that program is no longer about storage facilities, really. Do they think somebody wants to build a grain bin in a swamp?
