A lot of USDA & NRCS programs are that way. NRCS used to cost share on building ponds in this county. They still do, but now only 1 or 2 per year (limited funding)...and the money goes to: the pastured pig guy running 100-pound shoats on grass that are destroying a ditch (erosion) by rooting it to smitherines.
