| They are billed mainly as water quality programs in Ohio so far atleast. I think it varies by watershed, but in our watersheds in Ohio, EQIP is federal dollars, and pays about $60/ac or at least it was a few years ago. You have to have not cover cropped the acres you're signing up before. But plenty of people just switch entities etc to say that that entity hasn't ever cover cropped those acres before. It's a 3 year contract usually.
There's also H2Ohio which is state dollars,.and pays $40/ac. It's a year by year thing and it doesn't matter if you've been cover cropping prior. You can't combine the two.
You can however piggy back a non government carbon program on top of either and get additional dollars. There have also been some years where we got $5/ac off of crop insurance for cover cropped acres.
All that and after a decade of cover crops, I'm still not convinced it pays. But I still do some, just not as much as I used to.
