I think it's more of an erosion program. It's been out quite a few years if he's talking about the NRCS EQUIP program. Some states are doing their own programs though. The last couple of years IL was doing crop insurance subsidies if you had cover crops registered at the FSA office.
In IL I was thinking the EQUIP cover crop payment was closer to $30 or $40 and only good for 3 years.
