I had pheasants take out 5-10 rows along a large CRP tract that looked just like that. If you go out in the evening and see/hear them you will know your answers. Ground squirrel damage looks about the same but should be easy to find lots of holes and tunnels nearby in the fence row. If no evidence it’s a bird.
