That weed appears to be related to scouring rush= same genus: equisetum. Have you tried Telar herbicide (chlorsulfuron)? It is on the label but is very hard on crops. I've used it on field edges and between the rows with a hand wand and had some success against scouring rush. Its a multi year deal but seems to be thinning it down. I plan to do some this week.
