We are basically all no till since the late 90's. While I am not a fan of the widespread vertical till fad, working the top couple inches to level a field it is not the end of the world. I would be a lot more protective of my deeper soil structure. The shallow tillage is still going to turn into mush when it rains, but will come back much quicker than if you disturb the deep root channels and structure.
