We don't work rye in and haven't created this issue. On corn and beans.

We do exactly as you did on our vine crops. The rye helps hold the soil in place even after it's worked in so we use it in that manner when little residue can be left with veggies growing in our system.

However, on this high value crop we ALWAYS spray bifen with the pre herbicides to prevent seed corn maggot issues. It's less of a problem now with Farmore on the seeds (neonic), but not all seeds are treated so not taking a risk.

I never use neonics on soybeans. Almost always plant beans after rye cover for the last dozen years and have never had seed corn maggots. In your situation you put the decaying rye in with the seed and created this issue.
