Just about any construction site now has to have silt fence and retention ponds. Ag does not.
Nor saying the runoff would be identical characteristics before and after solar, but the difference would be so small as to be insignificant, because the rain would fall the same either way.
If it were all under one panel, or one "roof", it would be vastly different. But it is not that way. It is only running off of a bunch of 5'x10' (or whatever size) individual panels, onto ground in a small strip along one drip edge of each panel, and even then, some of the rain still blows underneath directly onto the ground, or runs across the ground under the panels, so it does not all have to soak into the ground in that narrow strip. | |
