I'm pretty certain that the ground under the panels still get a fair bit of the rain...some blows in from the edges...the ground under the panels certainly does not stay dry.
And some hits the ground at the edges of the panel and runs horizontally on the surface into the area under the panels.
And its not like the rain coming off a big roof...this is coming off of a 5' section of "roof" every few feet.
Rain still "channels" even when there are no structures at all in a field.
