Planting corn less than 1.5" deep is a huge mistake. There is lots of agronomic data out there proving so. Personally, I wouldn't go less than 2" deep with corn, ever.
Planting 1" deep would almost guarantee poor development of the nodal roots resulting in poor yielding corn that will likely have standability issues.
