Tiling would be priority one for me.  I would do the tiling as soon as time and field conditions allow.  If there was enough time between tiling and seeding wheat this fall for a cover crop.... it would NOT be a grass species type cover crop.  I would use something like tillage radishes.  But if I thought a cover crop of any kind would hinder the establishment of the wheat this fall..... I would forego the cover crop.
