Here in Illinois a Concrete Road out in the country would most likely be a "State Aid Road" and as such would be the responsibility of the County Engineer to oversee maintenance. Saturated soil under and near a road is asking for major problems. I'll bet you talked to someone that has no authority to spend money and probably a civil engineer will need to get involved with the repair. I say this as a Drainage District Commissioner that has a good working relationship with our County Engineer and have had to point out a poor design with installed tile under a County Highway. The District paid $4200 out of a $17500 project as we got improved flow rate for an upsized main that we planned and have since installed.
