Nw iowa | Forgot to mention it’s under concrete road. And to get to the same outlet. 2 options are to stay on same side of road and to get to the same outlet have to doze a small hill to get thru the hill and cross neighboring property to get to outlet. Option 2 is bore under the road but pipe has to be encased in larger sleeve under road and still have to get neighbors permission on othe side of the road to get to same outlet on other side but there’s no hill to go through. Both options have to go thru someone else to get to outlet. Comes back to the right of way. Tile was put there long before any of us and it’s not working. I asked them about taking in down ditch in the right of way. They say no then it gets back to being there maintenance because it’s in the right of way.
