| I have no idea who is really responsible for it but it sounds like it’s a problem to you.
If the county will let you dig up the road (assuming gravel, not paved) I’d get a backhoe or excavator out there and get it fixed.
You could fight for the county to fix it and end up with a field that won’t be drained until August or you can get it fixed before you want to plant it in the next couple weeks.
