SE Nebraska | A few things could be involved here. Retailers have to put a label on any container they refill with their EPA establishment number on it, so the product can be traced back to them. Many people aren't comfortable filling containers that have been outside of their control. Also, pesticide containers are required to be dedicated to one product; you can't bring back your 2,4-D barrel and get it filled with atrazine. The retailer has to have a repackaging agreement with each manufacturer. Those agreements spell out the containers that each product may be repacked into. Likely they are just following the law or an agreement.
The lack of employees is also a valid issue. They may just fill shuttles when they have time and supply the difference with package product.
