Most of the inoculants applied by the seed supplier come in two parts. The inoc bag and some sugar type bag. They are mixed together immediately prior to being applied to seed. The theory is that the inoc can live off of the sugar extender for 30 to 120 days and this is a seed industry standard practice. I sell and treat seed and I still prefer to put the inoc on as close to planting as possible, but they claim it will stay viable for several weeks.
