Air will compress in a tank, whereas NH3 vapor will, with enough pressure, and cold enough liquid (refrigerated storage at a terminal), return to its liquid form.
Any air In the tanks is just trapped, causing pressures to spike, and preventing being able to actually get a full load from the terminal.
