I suspect your tillering problems are not caused by seeding depth. When the wheat seed starts growing, the coleoptile length is of concern if the seed is planted too deep, but seeding at around 1.5 inches deep should not be of concern. Shallow seeding puts the seed at much more risk than seeding at the recommended depths.
