I would say you have a plug somewhere in the system. Water will come up where there is the least resistance usually close to the plug but not always. Tree roots are usually a guarantee to plug tile . Need to dig your line up in a few spots to see if water is flowing in order to find your plug or hire someone with a tile snake.
