The blue line is "residential" tile from my neighbors on either side. Their sump pumps discharge into the tile, and as far as I know aren't back flowing into their basements.

The top of the picture is north. I know the west side has been rodded out several times due to tree roots in the tile, and it's old clay. That corner of the yard is soft, even when we've had no rain in weeks - it's clear it's leaking more than it's moving water.

I am 100% sure it's backflowing. It looks like a small fountain out there. I'd cap it, but the vertical pipe in the ground leading to the horizontal run has holes in it, so that would be fruitless.
