I don't know the ROI but I have seen a noticeable difference. You may be over thinking it or at least in my area a tile plow would be over kill. We run a root plow with the first pass as close to the trees as possible then move out to where the tractor tires run on top of that pass to pack it back down. I continue to do that outward into the field until I no longer hear or feel roots snapping.
Sometimes I may be 30+ feet away from the trees when I stop.
A root plow has a C shaped shank so they bring few roots to the surface which saves a lot of cleanup time. Also keep in mind that water runoff will follow the disturbed soil down hill and could start a ditch. I only make short runs on hills then stop and move over some to disrupt the water flow. Hope that helps you some.
