NW Missouri | When you say 10 years ago, do you mean exactly 10 years ago? Currently the crop history years are 2012-2017. There are a few loopholes and exceptions, but for the most part, you need 4 years of row cropping during that timeframe, or you won't be eligible anyway. So if you started farming it in 2014, you'd be ok. When the new farm bill eventually gets passed, those years may change.
Cost share is usually 50%, but can be as high as 100%, and you do have the option to plant trees, but they will be rows, not just some here and there.
If the ground is already in CRP when you build the pond, you won't be eligible for any cost share on the pond. But you will keep getting paid on where the pond sits until the contract gets renewed. If you build the pond first, the ground where it sits can't go into CRP.
You can hunt or fish, or even lease your ground out for someone else to hunt or fish.
It's not easy to get out - you want out, you pay back all the money you have received, plus interest. Or wait for the 10 years to be up.
