Summer sample in soybeans or between soybeans and wheat. Sampling in the same year as a manure app is going to be real tough to have accurate sample since the manure is not fully broken down (raw manure will test real high...)

Soil test will not appreciably change during soybean year. As long as you are consistent with sample timing you will capture the macro trends. I would sample in crop in beans for best accuracy and logistics.
