Subject: Why do soybeans standards have a test wt of 60#???

From "Bin measurements" below, I wanted to ask why the official test weight of soybeans is 60#? I never in my life have seen anything even close to that. How and why did that standard get set and what would it take to change that standard (beyond an act of God)?
