Need more details like year and I assume this is a semi trailer with air brakes? The brakes don't work as in it won't move or they release and won't apply or won't release period? Does anything move, can you hear air moving and releasing as you try the brakes? How long has it sat? Did they work when it was parked can you see the linings, are there any left?

With air spring brakes the fist thing I'd check is if it's been getting air, if the brakes release and apply with adding and removing air on the supply side then there is something up with the service side possibly. Look for bee crap or whatever you guys get down there that likes to live in small holes liike the gladhands.

Start with the simple obvious things first before you spend a fortune and find out it's a plugged line.

Brakes are simple and relatively inexpensive, if you are buying the trailer price it accordingly you might wind up with a decent trailer with new brakes for a good price.
