When I was strapping down steel which was sometimes almost legal height, and the straps were 4" rolled up on the winches with the hook end hanging out, I had a trick to get them all the way over. Unroll plenty to get over the load, grab about three feet from the hook, make two or three loops three feet long inside each other with hook at end of loop away from you, this gives you that added slingshot effect to throw it clear over, make sure you are not standing on the slack! Also works for chains if the load is not quite as tall. Do the same with hay wagons only there you are throwing 12 tall and twenty long, front to back (need something heavy on the end of rope to lead the way.)
