You know if I saw that cow out west here, I would say it was installed on propose to keep her from crawling through the fence. It's called "yoking". I've seen some the worst repeat offenders yoked until they could be relocated to different owners. Kind of like our judicial system, ankle bracelets, and witness protection programs.
