Was told by the guy that does my square bales (3x3) that if hay was over 20% by the time you put enough preservative on, you had paid for the wrap, when wrapped you had the bales stored, and you know they are going to keep. He would wrap 20% hay if it wouldn't dry.

That's probably true. But don't forget to factor in the cost of the wrapper, the labor, tractor and fuel cost to wrap then dealing with the pile of plastic.
