In Montana, I think not only can I shoot dogs if they're harassing my livestock---I think I can shoot them if they're harassing others livestock or game.
And I think the dog owner is responsible for damages.
I thought that was everywhere. this is a regular occurance here only with coyotes. never heard tell of a dog doing that.
