Continuous fence might be easier and cheaper for the dry lot part. Guard rail is a huge pain to get into place and drill holes through to bolt them on. Also with the guard rail you will need 3 for the cows so the calves won't get through which will add to the cost. On the pasture side, high tensile is easy to put up but calves will probably squirt through at times.
