I think it is very hard for a President to improve things but very easy for a President to screw things up real bad. The problem here is that Trump is a gambler. (Heck, he was even in the gambling business.) In business, one can gamble, lose, and just walk away (as Trump has done many times). That's his MO. And with him being under water in the polls, he has a lot of personal incentive to throw some hail marys.
