EPA will be right on it. Someone is in BIG trouble. Paperwork alone will kill them. Wait for the lawsuits! 
Would no-tilling have helped prevent this? Seems tillage is being blamed on just about everything else, I'm guessing someone ran a chisel plow too deep there & "stirred up the fire"?

We don't have many volcanoes in this part of IL though....well, probably none.
