if the IH 466 is like other engines, the bypass valve allows unfiltered oil to bypass the filters when the oil is cold and too thick to pass through the filters without building a dangerously high pressure differantial across the filter media. Once the oil heats and thins,the bypass valve closes and all engine oil is filtered unless the filters are clogged. The theory being that unfiltered oil is better than too little oil,possibly mixed with material from a ruptured filter element.
The pressure regulator valve opens if engine oil pressure exceeds the maximum pressure regulator setting and dumps excess oil back into the pan to prevent excessively high pressure that can cause oil pump drive wear or burst a spin on filter or oil line..
