My answer is; personally I don't know. What I do know is the USDA has thousands of enumerators and more resources than any data collection agency in the business. I don't wear a tinfoil hat and think they intentionally put out false data. At the time of their compilation, the data the USDA puts out is as complete and accurate as any we can find. Making predictions is an extremely difficult business and they can get it wrong but their methods and sample sizes are the best we have.
