If anything, Harvey shows the poor judgment to build out the Keystone & ship Dakota crude to Houston refineries. It would be better to build some refineries inland and spread the risk. It also shows the strategic vulnerability to attack. A couple of hydrogen bombs in the right place and there would be no fuel to fight back.
I not sure it is super easy to build a new refinery. Not in my back yard thinking mixed with liberal policy leaves us in these situations. |
