...you should be able to buy seed corn without insecticide...but still have fungicide. I don't think I'd plant it first...because you don't want that seed languishing in the ground. Get it planted when the soil temp is going to stay where seed likes to germinate...and I doubt you'll miss the insecticide on the seed.
