How dry is it?
Kinda looks like disease to me. If it's a virus, there is nothing to do for this crop. If it's a fungus, then a fungicide would help it, if it is not drought holding it back.
Get a qualified plant pathologist (extension service has them) to come look, or send plants to a lab.
