It depends on how thick your floor is going to be and the spacing of the dowels. Personally I wouldn't do it. I would nail a 2x12 (for a 6" floor) to the outside of the stem wall and brace it from the outside with knee bracing.
The other thing you could do is backfill along the outside of the walls and just stake the forms.
Typically I like to pour a floor to the inside of the wall and use the wall as the form.
