This sounds terrible, but the money spent on hauling would go a lot further for fencing. I understand that you won't get as much personal satisfaction from it, but the reality is that as of right now, outside of the cattle lost, the loss has been grazing and stockpiled hay. There's a lot of lower quality hay and distillers much closer to the disaster area that can replace the lost hay and stockpiled grass, but the fence will be the tough part to replace.

The ranches will likely lose the early cheat grazing, but with some rains, the pasture will regrow itself. Those fences won't regrow themselves.

Edit: This is only applicable if it's an either/or situation, because I know we all have limited resources. If you can contribute one or the other.
