Through your link it reads that............base acres could be updated but updated yields would only apply to counter cyclical payments. That was the part I was remembering. Also if I remember correctly we never received a single counter cyclical payment. Only the direct payments were issued and they were based on the old historic yields. Other areas could have been different.
