| The ARC payments are based on NASS. I was in a county where RMA data was used instead of NASS because not enough people answered the NASS survey. RMA tends to have higher yields than NASS because farmers have a vested interest in keeping their guarantees high. Anyway, we didn't get as good of a payment, not by a long shot, as our neighboring counties. And some counties did worse. There were situations where farmer a lived across the road from farmer b on the county line, both had the same amount of base acres and farmer a got $150,000 ARC payment and farmer B got nothing.
So, that is the worst case scenario if enough people in your county don't do the survey.
