I have a senseFly eBee that we purchased a few years ago for the college. The price tag was $30,000 which included the UAV, 2 regular RGB cameras, an NIR camera, a Red Edge camera, and the 2 software programs, eMotion for flight planning and their version of Pix4D to process the imagery. They had told me that a bulk of the expense was in the software. The last I knew, the thermal IR camera was about $13,000 alone. Their new multi-spectral camera that released awhile back I believe was around $5,000.

My guess is that your $15,000 quote does not include the processing software, Pix4D. You would need something to process the imagery otherwise the imagery does you little good. I'm not sure if DroneDeploy is capable of processing imagery from an eBee yet (I know they were working on it) is a lot cheaper than Pix4D.
