southern MN | Ethanol contains less btu per gallon, but it delivers a more even, smooth, flame explosion when ignited so it is a tad more efficient using those less btus.
Several studies have shown the best 'sweet spot' for most efficient use of ethanol gasoline mix in our fleet of cars is about E25. A gallon of that has less btu, but it is smoother burning so as to balance out the lower but with a better efficiency of them.
Using lower blends of E10-E15 is a compromise to the poorer materials some manufacturers use in their fuel systems, while higher levels to E85 need to rely on lower cost, per gallon ethanol to make up any savings.
