Subject: Winter annual silage ground cover for compaction?

Eastern NE
I have silage ground that is fairly compacted and, assuming I have the time, I would like to possibly plant a winter annual cover crop to break compaction. I've thought about rye or something of that nature but I'm not sure whether I should give it a whirl or just run a chisel across it after manure gets applied. I'm just curious as to what your thoughts are. Thanks!
