Montana
Most of the time it's just purely that. No future development. Must remain in farming or ranching. Depending on size of the property 1 or 2 future building sites may have been allowed. Access is usually not given to public unless it became part of a trail system or park. It's all for the preservation of the views and prevent urban sprawl. But remember in MT all public has access to rivers and streams via the high water mark.
