Ive had a bit of trouble with that also.
I find if i push up on the little release leaver while latching, it helps.
If your having to rock the header your float springs are holding it up.
Try tilting your angle to A and leave header 6" off ground when locking, that seems to put more weight back on the float so the locks will engage better.
