I'm not certain, but it sounds to me like you are trying to create a new Apple ID. If this is what you are doing you should not need to create a new one, you should be able to enter an existing Apple ID into the new iPad. If you have your old iPad backed up to the cloud or a computer this would allow you to transfer everything to the new one.
