Here I would go with 70% AC Grazeland alfalfa, 15% orchardgrass, 15% meadow brome. If there is low ground I would throw in some reed canary and Alsike clover. Just broadcasted 1000 acres of alfalfa down. Just cultivated shallow, harrowed, broadcast, harrowed and rolled. Had lots of rain this summer and worked like a charm. This was on cereal stubble. Have no tilled with good results too.

Here's a picture of some July seeded alfalfa pasture blend. Had a bushel of oats as nurse crop and some volunteer canola.
