Have a couple guys stand on the arms to get them to go down or push them down with a loader. Then unhook the rockshaft from the cylindars and see if the rockshaft moves free. I've had several of those 7000 series tractors and every one got stiff in the cylinder seal. It acts like the fiber ring in there swells with age and binds on the ram.
